From the Introduction
The National Electrical Code is in a state of constant change; it is a living document. The revision cycle of the National Electrical Code never ends. As you begin to read and understand changes to the new 2008 edition, technical committee task groups and individual members are already preparing proposals to develop the 2011 edition. The National Electrical Code is the most widely used electrical installation standard in the world. It is adopted throughout the United States and is used daily by electricians, contractors, maintainers, inspectors, engineers, and designers. The constant state of change and the three-year revision cycle are necessary to achieve the purpose of the National Electrical Code: "the practical safeguarding of persons and property from hazards arising from the use of electricity."

The revision process of the National Electrical Code begins with the proposal stage. Anyone can submit a proposal to change the National Electrical Code. The code-making panels (CMPs) meet to deliberate on the submitted proposals. The results are printed and distributed in the report on proposals (ROP) and a draft copy of the National Electrical Code with the ROP changes is also developed. The second stage is the comment stage. Anyone can submit a comment to revise an action taken in the ROP stage. The CMPs meet to deliberate on all submitted comments and the results are printed in the report on comments (ROC). The technical correlating committee has oversight during both the ROP and ROC stages to prevent conflicting actions between CMPs. The next step is at the NFPA annual ROC stages. The final action is a meeting of the standards council. Any appeals made to the council are considered and the new edition of the National Electrical Code is then final and sent to the printer.

As you review these changes and continue to use the National Electrical Code, get involved in the revision process by sending in proposals to revise future editions of the National Electrical Code.
