From the Preface
The inspiration for the book came about because of my previous experience as an assistant state's attorney. As a prosecutor, I always had a sample complaint book to use whenever I had to draft a criminal indictment. Police officers used the same form book to write criminal complaints. When I began prosecuting municipal ordinances as a village attorney, I realized that property maintenance inspectors had to write the same types of complaints, but without the kind of guidance that police officers and prosecutors took for granted.
As I traveled around the country training inspectors on the legal aspects of code administration for the International Code Council, I became convinced that a book with sample forms, complaints, checklists, and other helpful guides for inspectors could make their job easier and more efficient, and enhance enforcement of the property maintenance code. Municipal attorneys could also benefit from such a book, as they are used to relying on publications for forms which can be adapted to their needs. So, I have written this guide with the hope that it will aid inspectors and prosecutors as they perform their duties to enhance the quality of life in their communities.
All of the scenarios in the forms in this book are fictional along with the addresses. I have used the names of co-workers to make the scenarios realistic, and to honor their contribution to my knowledge about the field of code inspection. They have graciously given me their permission to include them in this book.
