Building Owners and Managers Association (BOMA) developed the Guide to ADA and Accessibility Regulations in an effort to promote voluntary compliance with the Americans with Disabilities Act and the commercial property accessibility provisions embodied in national building codes and standards adopted into law at the state and local level. BOMA supports the goal of making buildings accessible, and has worked with federal agency officials as well as representatives of disability advocacy organizations and model codes and standards developers to shape reasonable rules that will promote accessibility in commercial real estate.

Guide to ADA and Accessibility Regulations is intended to be used in concert with BOMA's landmark ADA Compliance Guidebook - A Checklist for Your Building, published in 1991 following enactment of the federal ADA regulations. Together, these two publications provide guidance to meet both the Title III provisions of the ADA and proposed revisions to the current federal regulations now included in the 2003 edition of the ICC International Building Code and the latest revisions to the ICC/ANSI A117.1-1998 Standard for Accessible and Usable Buildings and Facilities.

The subject matter contained in this book is based on the April 2002 Draft Final Rule for the ADA/ABA Accessibility Guidelines. This is the latest available of the likely new federal guidelines. Some changes, both technical and editorial, are likely in the Final Rule. References are also provided to the current Americans with Disabilities Act Accessibility Guidelines, as well as references to sections in the 2003 edition of the ICC International Building Code and the ICC/ANSI A117.1-1998 Standard for Accessible and Usable Buildings and Facilities.
