Principal Changes to the 2007 California Plumbing Code is a four-color, illustrated guide to the most important changes found in the 2007 California Plumbing Code. A summary and an analysis of the significance of the change are provided. Each code change is identified by type, be it an addition, modification, clarification, or deletion. Most changes are accompanied by a photograph, an application example, or an illustration to assist and enhance the reader's understanding of the specific change.
Designed for plumbing and mechanical officials, fire officials, plans examiners, inspectors, design professionals, contractors and others in the construction industry, this is a valuable tool best used as a study companion to assist code users in identifying the specific code changes that have occurred and understanding the reasons behind the changes. It is also a valuable resource for jurisdictions in their code adoption process.

The purpose of Principal Changes to the 2007 California Plumbing Code is to familiarize plumbing and mechanical officials, building officials, fire officials, plans examiners, inspectors, design professionals, contractors, and others in the construction industry with many of the important changes in the 2007 California Plumbing Code. This publication is designed to assist those code users in identifying the specific code changes that have occurred and, more important, understanding the reason behind the change. It is also a valuable resource for jurisdictions in their code-adoption process.
Only a portion of the total number of code changes to the 2007 California Plumbing Code are discussed in this book. The changes selected were identified for a number of reasons, including their frequency of application, special significance, or change in application. However, the importance of those changes not included is not to be diminished. Throughout the book, most changes are accompanied by a photograph, an application example, or an illustration to assist and enhance the reader's understanding of the specific change. A summary and an analysis of the significance of the change are also provided. Each code change is identified by type, be it an addition, modification, clarification, or deletion.
As with any code change text, Principal Changes to the 2007 California Plumbing Code is best utilized as a study companion to the 2007 California Plumbing Code. Because only a limited discussion of each change is provided, the code itself should always be referenced in order to gain a more comprehensive understanding of the code change and its application.
The 2007 California Plumbing Code is the fifth of 12 parts of the official triennial compilation and publication of the adoptions, amendments and repeal of administrative regulations to the California Code of Regulations, Title 24, also referred to as the California Building Standards Code. Part 5 is known as the California Plumbing Code and incorporates, by adoption, the 2006 edition of the Uniform Plumbing Code of the International Association of Plumbing and Mechanical Officials with the California amendments.
The commentary and opinions set forth in this text are those of the authors and do not necessarily represent the official position of the California Building Standards Commission or ICC. In addition, they may not represent the views of any enforcing agency, as such agencies have the sole authority to render interpretations of the code. In many cases, the explanatory material is derived from the reasoning expressed by the code-change proponent.
About the Author
Lee Clifton is the director of Plumbing Programs for the International Code Council, Plumbing and Mechanical Activities. Prior to joining the Code Council, Lee was with the City of Los Angeles for 21 years. As a principal inspector with the City of Los Angeles this included managing and overseeing approximately 39 inspectors and their immediate supervisors. He was responsible for planning, organizing and coordinating the training programs for approximately 200 inspectors and clerical staff. Lee currently serves on the Board of Directors for the Southern California Health and Housing Council and participates on the Strategic Planning Committee to end lead poisoning in Los Angeles County. In prior years he also served as a senior plumbing training officer for the Department of Building and Safety, instructing over 700 inspectors. Lee has taught the model plumbing code for the Plumbing Heating, Cooling, Contractor Association of the Greater Los Angeles Area and the North Orange County Regional Occupation Program. His career began as a second-generation plumber, working for his father at Clifton Plumbing Inc in Tampa, Florida and then entering the United States Coast Guard. After completing four years of service and receiving an Honorable discharge, Lee entered and completed and apprenticeship with the United Association of Journey men and Apprentices of the Plumbing and Pipe Fitting Industry of the United States and Canada.
Lee holds an L.A. City Journeyman Plumber’s license; numerous certificates for training which include Medical Gas Inspection, ICC certified Plumbing Inspector, IAPMO Certified Plumbing and Mechanical Inspector, Member of the United Plumbing and Piping Association of Long Beach, the Board of Directors for the Southern California Health and Housing and a Council Member of Southern California Emergency Services Association (SCED). In the past Lee has participated on numerous industry committees, including IAPMO Certification and Study Guide Committee, Seminar Curriculum Committee and 1993 Earthquake Valve Committee.
