Becoming a licensed contractor can be a successful and profitable career. Renegade Companies Unlimited, has written the Ohio Contractors Business and Law Reference Manual to assist you in preparation for the required examination. The information contained in this manual does not in any way supersede business requirements and regulations issued by legal government agencies. It is advisable to check with the appropriate agencies for the latest requirements since laws and rules are continually changing.

This book includes twelve chapters. Each chapter is devoted to a specific topic significant to the contracting profession. Also included is contact information for federal and state agencies and excerpts from government rules and regulations that directly relate to the information in the corresponding chapter.

Chapter 1 describes the process of starting a business. It discusses the importance of a good business plan and the types of business structures that can be created. A listing of federal and state agencies that offer free assistance to new and already established small businesses is offered at the end of this chapter.

Chapter 2 outlines the steps, and rules and regulations involved in the licensing process. The chapter concludes with excerpts from the Ohio's Administrative Rules and Statutes.

Chapter 3 presents a detailed explanation of the estimating and bidding process. This section also offers suggestions for preparing a professional, competitive bid.

Chapter 4 pertains to contracts. It discusses the types and forms, what to include in a contract, and the responsibilities of each contractual participant.

Chapter 5 is an overview of project management in the construction industry. Operational phases such as scheduling and staffing are discussed, as well as cost and quality control.

Chapter 6 includes information pertaining to insurance and bonding. This chapter discusses risk assessment, types of insurance and bonds, and applicable laws. This section concludes with a comparative insurance vs. bonding chart and Ohio law regarding bonds.

Chapter 7 conveys the importance of safety and how to promote it in the workplace. Information on OSHA is offered along with copies of the Occupational Safety and Health Acts (OSHA) reporting forms and corresponding recording and reporting instructions.

Chapter 8 explains laws pertaining to labor on both a national and state level. It includes a discussion on Workers' Compensation and employment security. This chapter concludes with excerpts from The Fair Labor Standards Act, The Americans with Disabilities Act, and a sample copy of INS Form 1-9, as well as several state-specific laws.

Chapter 9 pertains to financial management in the construction field. Topics covered include accounting and bookkeeping methods, procedures, and terms with definitions. A small business financial status checklist, along with a sample balance sheet and income statement can be found at the end of this section.

Chapter 10 will guide you through tax laws. Both Federal and State taxes are discussed. A listing of agencies that offer tax assistance is available in this chapter. Circular E, the Employer's Tax Guide, is provided in the Appendix to use as an additional tax law resource.

Chapter 11 covers lien laws and their significance to contractors. The chapter concludes with state-specific law regarding liens.

Chapter 12, Terms and Definitions, lists and defines useful construction terminology.

The appendices at the end of this manual offer a sampling of commonly used construction forms, as well as a copy of Circular E, the Employer's Tax Guide.
