This book has been prepared with the objective of providing coverage of major changes in the 2008 National Electrical Code. Great care has been taken to select changes that provide the best, most complete information and greatest benefit. There were 3,688 proposals and 2349 public comments processed by the twenty code-making panels, but this book does not include every proposal and public comment that was accepted nor does it include any that were rejected.
Significant effort has been made to include references to proposals and public comments as part of the coverage of each change covered in the Analysis of Changes. The objective is to make it easier to follow the progress of proposed changes and to understand how the change developed and was finally accepted. Proposals and pubic comments were selected based on the industry impact of the final accepted change. Those that are exactly the same or that made the same type of recommendation have not all been included because several of the covered changes had multiple proposals or comments associated with them. In those cases, the selection was made to provide the reader with sufficient information to show action on the change from start to final acceptance. Readers are encouraged to review the substantiation included with proposals and comments associated with changes to get a more complete understanding of what the submitter intended to accomplish and why the action was proposed. It also helps to understand how the proposed change reaches its final form by following actions and statements made by the National Electrical Code committees. Users of the 2008 National Electrical Code are encouraged to obtain either the electronic form or the printed hard copy of the National Electrical Code Report on Proposals and the National Electrical Code Report on Comments. These valuable resources include a more detailed record of each change and provide actual panel actions and statements to help clarify the changes that were accepted. |
