From the Preface
The principle purpose of the Swimming Pool Commentary is to provide a basic volume of knowledge and facts relating to swimming pool and spa construction as it pertains to the regulations set forth in the 2007 Florida Building Code, Chapter 41 - Residential and Section 424 - Building. The person who is serious about effectively designing, constructing and regulating swimming pools and spas will find the Swimming Pool Commentary to be a reliable data source and reference to almost all components of the built environment.
The Swimming Pool Commentary provides the most comprehensive analysis of the code requirements applicable to both residential and commercial swimming pool and spa construction in the State of Florida. This volume marks the first time a commentary on solely swimming pool and spa code requirements has been provided; highlighting the sheer numbers of swimming pools and spas that have and continue to be built in the State of Florida. This commentary acknowledges the level of detail involved in building these structures; including the recognition of the crucial safety factors involved when building swimming pools and spas. The evolution of swimming pool and spa construction can be noted in this commentary, as it contains many new provisions and significant changes from the 2004 Florida Building Code. This commentary will be an essential reference in understanding these new provisions.

This Commentary will be an indispensable tool for code officials, swimming pool contractors, engineers, and all others that will be impacted by the code, by providing background information on particular code requirements, the rationale for specific provisions, and answers to many common interpretations. This book was written by experts in the field and by everyday users of the code to provide a balanced view on interpretative issues.
The idea for this commentary was to provide a document that would incorporate most, if not all, the code requirements for swimming pools and spas together in an accessible and useful manner. With a comprehensive yet concise summary of each section, the Commentary provides a convenient reference for regulations applicable to the construction of swimming pools and spas. In the chapters that follow, discussions focus on the full meaning and implications of the code text. The format of the Commentary includes the full text of each section, table and figure in the code, followed immediately by the commentary applicable to that text. Each section's narrative includes a statement of its objective and intent, and usually includes a discussion about why the requirement commands the conditions set forth. Code text and commentary text are easily distinguished from each other. All code text is shown as it appears in the 2007 Florida Building Code, Chapter 41 – Residential, and Section 424 - Building, and all commentary is indented below the code text in a different font (Arial).
The Commentary reflects the most up-to-date text of the 2007 Florida Building Code, Chapter 41 – Residential, and Section 424 - Building at the time of printing of this commentary.
The Commentary is advisory only; the code official alone possesses the authority and responsibility for interpreting the code.
