The 2006 ICC Performance Code for Buildings and Facilities presents regulations based on outcome rather than prescription. It encourages new design methods by allowing a broader parameter for meeting the intent of the International Codes. A helpful User's Guide is included in the code.

Each performance-based requirement is structured to provide the following information:

• Objective. Topic-specific expectation.
• Functional Statement. Explanation of purpose.
• Performance Requirements. More detailed criteria to achieve the goals of the functional statement.
• Solutions. Specific technical solutions and verification requirements.
