This second edition includes the November 2001 revisions (dated 2002), which are already integrated into the book, as well as the 2003 revision packet.
Chapter 98-287, Laws of Florida, established the Florida Building Commission and directed it to develop the Florida Building Code. The Commission selected the model codes which for the base requirements in October 1998. These codes were then amended to Florida-specific requirements, including energy accessibility and hurricane resistance. After the draft code was presented to the 2000 Florida Legislature, specific changes were directed and authorized by Chapter 2000-141, Laws of Florida, and the code became effective on July 1, 2001. The Commission completed the changes and reconsideration directed by the Legislature and adopted the first edition by administrative rule in January 2001.
Background of the Florida Building Code
The 2001 Florida Building Code series contains material based on the following sources: Florida Accessibility Code for Building Construction; Florida Energy Efficiency Code for Building Construction; South Florida Building Code, Miami-Dade and Broward editions; 1997 Standard Building Code with 1999 amendments; 1997 Standard Swimming Pool Code; 2000 International Building Code; 1997 International Plumbing Code; 1998 International Mechanical Code; 1997 International Fuel Gas Code.
Florida Building Code Adoption and Updates
The Florida Building Code is adopted and updated by the Florida Building Commission. The first edition and future updated and editions supersede all previous editions and do not require adoption by local jurisdictions. The code provisions establish minimum requirements for permitting, plans review and inspection. Local jurisdictions may adopt additional administrative requirements if they are more stringent. Local technical amendments are subject to the strict criteria established in Section 553.73, F.S. They are subject to review by the Commission when it updates the code, and are subject to appeal to the Commission.
